Position Summary 

The purpose of this position is to provide educational outreach services that support Emergent Bilingual students and families in achieving school success as well as perform secretarial duties for the English Learner (EL) Program. The EL Community Outreach Advocate/Secretary works as a liaison between school and home, with the primary role of developing open communication between school, families, and community at the NM Primary School and as needed at the NM Intermediate School. Another purpose of this position is to maintain EL Program accounts and to be responsible for the data collection and/or expenditure reporting of the Title III-EL Program including HB3499 funds as required by the Oregon Department of Education or other agencies. This position will assist in designing systems and programs aligned to the District’s Core Values, and Mission, creating a learning environment that guides and encourages students to develop and fulfill their academic potential and access their chosen path.  This position will focus on establishing relationships with students, parents, and colleagues to foster a sense of belonging and community.

Minimum Qualifications

  1. High School Diploma or equivalent as required by OAR 581-37-030, Oregon DOE
  2. Have completed at least three years of experience in customer service, bookkeeping, typing, use of computer, and general office work  
  3. 21 years of age or older
  4. Criminal justice fingerprint clearance
  5. Bilingual English/Spanish skills are required, as is bicultural competence. Ability to work harmoniously with others and to communicate bilingually effectively (both orally and in writing) with students, parents, and staff
  6. Valid driver’s license and personal auto insurance
  7. Ability to understand and follow oral and written instructions  
  8. Acts as an advocate for students and families with the ability to maintain confidentiality  
  9. Ability to support students/families in accessing the school program and activities
  10. Ability to collect, record, store, retrieve and organize information and records
  11. Understanding of cultural poverty
  12. Knowledge and understanding of the experiences, working/living conditions, language/culture of the family home
  13. Ability to use technology for communication and daily tasks
  14. Perform physical requirements with may include: Light to moderate degree of physical stamina; frequent standing, walking, bending, sitting; ability to drive to various locations in the community including home visits
  15. Possess basic skills in bookkeeping and math  
  16. Skilled in computer operation and use of word processing and record keeping programs  
  17. Possess knowledge of business English, grammar, and spelling  
  18. Ability to deal effectively with students, staff, and the general public requiring application of considerable knowledge of school/district policies
  19. Ability to recognize, listen, and respond to sensitive situations with students, parents and staff and maintain confidentiality of information.  
  20. Ability to respond in an empathetic manner in interactions with students and parents  
  21. Ability to perform secretarial and administrative support functions requiring independent judgment, decision-making, and problem solving 
  22. Familiar with school procedures and record keeping and the retention requirements  
  23. Ability to operate standard office equipment (i.e., ten-key calculator, computer, copier, fax,   etc.)  
  24. Perform physical requirements which may include: Moderate degree of physical stamina; Ability to make frequent trips from locations within the school buildings, district, and other locations outside of the district; Requires frequent walking, standing, and bending, and occasional lifting up to 50 lbs.  
  25. Such alternatives to the above requirements as the School Board or the Administration may deem appropriate and acceptable.  

 

  • Essential Functions

 

    1. Become knowledgeable of the school/district philosophy, curriculum, activities and support services, and assist the district staff in determining appropriate accommodations modified to meet the needs of the target group of students.
    2. Work with school personnel to make the student’s exposure to the school a positive, non-threatening experience. 
    3. Serve as an interpreter at parent-teacher conferences/meetings as requested.
    4. Work with students and parents to encourage regular attendance.
    5. Keep school administrators and transportation personnel advised of needed transportation.
    6. Encourage target group parents to visit the school and participate in school-sponsored activities.
    7. Participate in identifying available agencies, service organizations, businesses and industries in the community. who can provide supportive services that will assist the school in meeting the leeds of the target group of students
    8. Through a cooperative effort of school and community resources, assure that the target student(s) have adequate clothing and nutrition.
    9. Develop a working knowledge of school law and district policy.
    10. Keep a log of daily activities and complete summary reports.
    11. Visit homes and talk with parents and students who need help in relating to the schools
    12. Review at-risk lists from all feeder schools and identify transition and on-going plans that assist in a successful school experience.
    13. Make arrangements for target students to engage in meaningful learning situations.
    14. Consult with counselors, faculty, and community agency representatives to facilitate communication to help students return to school.
    15. Move about the community during school hours and provide immediate service to students who are on the streets or in public places.
    16. Work closely with guidance counselors and principals in the identification and counseling of potential dropouts/at-risk students.
    17. Maintain files on all referrals of target students and action taken. Work with all stakeholders for restorative opportunities.
    18. Active and contributing member of the following building and district level teams: attendance and equity team
    19. Maintain and record details of financial transactions in appropriate journals and spreadsheets/ledgers; co-sign all requisitions, accounts payable, accounts receivable; process and pay bills charged in relation to EL Program accounts; balance monthly statements; prepare reports of monthly activity for each program account  
    20. Maintain receipts for all EL/HB3499 program accounts and credit card activity
    21. Provide appropriate documents as requested by the District Auditor selected by the Board
    22. Maintain the district EL website and create communications to stakeholders through a variety of formats   
    23. Maintain a high level of ethical behavior and confidentiality when dealing with student information  
    24. Answer phone calls and emails regarding the EL Program/HB3499
    25. Act as a friendly ambassador for the North Marion School District  
    26. Perform such other tasks (which may require knowledge of other job descriptions) as may seem appropriate to the Board or Administration.  

 

  • Professional and Ethical Responsibilities

 

    1. Provide appropriate documents as requested by the District Auditor selected by the Board
    2. Act as a friendly ambassador for North Marion School District
    3. Perform such other tasks (which may require knowledge of other job descriptions) as may seem appropriate to the Board or Administration.
    4. Maintains satisfactory attendance, as defined in District policy and regulations (GCBD/GDBD).

 

Other Requirements/Responsibilities

Special Considerations

  • Must obtain and maintain a valid First Aid card if required
  • Participate in mandatory district safety trainings annually, or as required
  • Occasionally performs other duties as required by supervisor

 

Evaluation

Following the probationary period, performance of this job will be evaluated annually in accordance with provisions of the Board's policy on evaluation of classified personnel.

 

Terms of Employment

Temporary for the 2023-24 school year.
